Steve Winkler serves as INTEGRITYOne Partner’s (IOP) Chief Technology Officer (CTO). Mr. Winkler is responsible for guiding the consistent delivery of high quality and innovative firm IT solutions, while developing the overall vision for the firm’s technology service offerings across the Federal Government landscape. Mr. Winkler brings over 25 years of tactical IT and executive experience, leveraging his substantial engineering background for IOP’s clients addressing their demanding information technology challenges, driving cross-agency engineering initiatives and facilitating transformational collaboration.
Mr. Winkler has worked extensively with the Department of Homeland Security (DHS) since its formation. Mr. Winkler advises DHS clients in establishing positions on key cross-cutting technologies for mission use, including line-of-business applications (commercial-off-the-shelf (COTS) and custom), business intelligence capabilities, environment planning, data management, data visualization, geospatial capabilities, and virtualization capabilities. He has led the successful design and development of legacy data migration for one of DHS’ largest and most complex modernization programs, including capabilities which allowed bi-directional synchronization of changed data between the legacy and modernized environment. Prior to joining IOP, Mr. Winkler held senior positions in both boutique and “Big 4” consulting firms, and has several years of experience working for large Federal Government contracting organizations.
Mr. Winkler holds a Master’s Degree in Computer Science from Johns Hopkins University, a Bachelor of Science Degree in Computer Science from Catholic University, and is a member of Phi Beta Kappa, Beta Chapter of Washington, D.C. He continues executive education at the Harvard Business School (HBS) and has completed several HBS programs including Key Executive and Leading the Professional Services Firm.
